15. “FOI TRAINING NEEDS ASSESSMENT FOR CIVIL SERVANTINFORMATION OFFICERS AND PRESS SERVICES OF POLICE, MILITARY AND SECURITY AGENCIES'

Project duration- 3 months (September 5, 2007- December 3, 2007).

The overall goal of the project is to promote efficient access to information in Armenia and to enhance the transparency and accountability of Armenian government agencies in providing the public with access to information.

This will be achieved through research and institutionalization of training programmes for information officers, beginning in September 2007 and lasting through 2008, who represent government agencies covered by the RA Civil Service Council (CSC) and police, military and defense agencies, on the Armenian Freedom of Information legislation and international practice in this field.

The objective of this project is to assess the level of knowledge of state officials, central and regional, on FOI legislation and the current situation in terms of its implementation practice, with a view of devising a unified access to information training curriculum for civil servants and information officers representing police, military and defense agencies.

The expected results of the project are:   

A report on the assessment of FOI knowledge and needs among civil servants and information officers working for the law-enforcement bodies and armed forces will be prepared, anticipating the development and adoption of an FOI curriculum in 2008.
