FOICA summed up the Black List of 2017

The state bodies that have not provided any answer to FOICA’s requests

 

 

 

  • RA Government Staff, the official responsible for FOI - Aleksandr Ghazaryan

On January 27, 2017 FOICA submitted a written request to the RA Government Staff asking to provide information on service cars. The RA Government Staff has not provided any information. http://www.givemeinfo.am/en/case/2309/

On November 15, 2017 FOICA submitted a written request to the RA Government Staff asking to provide information on grants provided to organizations by the RA Government Staff. In this case again no response was received. http://www.givemeinfo.am/en/case/2287/

  • Ministry of International Economic Integration and Reforms, the official responsible for FOI – Vardan Nikoyan

On June 2, 2017 FOICA submitted an electronic request to the Ministry asking to provide information on staff members, experts as well as deputy chiefs of staff in 2015, 2016 and on June 1, 2017. The Ministry has not provided any information. http://www.givemeinfo.am/en/case/2270/

  • Ministry of Finance, the official responsible for FOI – Lusine Mkrtchyan

On June 2, 2017 FOICA submitted an electronic request to the Ministry asking to provide information on staff members, experts as well as deputy chiefs of staff in 2015, 2016 and on June 1, 2017. The Ministry has not provided any information. http://www.givemeinfo.am/en/case/2286/

The state bodies that have violated FOI timeframes

  • Ministry of Justice, the official responsible for FOI – Lusine Martirosyan

1. On November 15, 2017 FOICA submitted a written request to the Ministry asking to provide information on grants provided to organizations by the Ministry. In the response the Ministry mentioned that a 30-day time period was needed to provide the information, whereas according to N 579-Ն Decision of RA Government adopted on June 1, 2017 the information must have already been published on the official website of the information holder. After this, in 10 days Ministry provided the requested information which was full regarding the content, but was without numbering of the answers, though according to N 1204 - Ն Decision adopted by RA Government on October, 2015 there should have been a numbering of answers. http://www.givemeinfo.am/en/case/2291/

2. On November 15, 2017 FOICA submitted an electronic request to the Ministry asking to provide information on FOI draft law. The full information was provided in 11 work days. http://www.givemeinfo.am/en/case/2306/

  • Ministry of Defense, the official responsible for FOI – Artsrun Hovhannisyan

On January 27, 2017 FOICA submitted a written request to the Ministry asking to provide information on military service. The Ministry provided full response in 8 work days. http://www.givemeinfo.am/en/case/2310/
