Citizen A. Zeynalyan vs. the RA Police

On August, 2008, a citizen Artak Zeynalyan turned to the RA Police asking to provide the following information:
1. During the public rally organized nearby Matenadaran on August 1, 2008 did the participants of the public event roused clashes against the policemen or mass disorders.
2. If yes, then, give me the copy of the act which the fact is recorded.

The RA Police gave no answer to the request.
On September 1, 2008, Artak Zeynalyan filed a lawsuit against the RA Police in the RA Administrative Court claiming to admit the fact of the violation of the right to know and to provide information.
Right after receiving the court appeal documents the police provided the requested information in 2 days. During the court hearing the respondent presented his objections against the lawsuit, considering it baseless, as the answer to the request has been already provided.

On January 8, 2009, the RA Administrative Court (Judge Mr. Argishti Ghazaryan) made a decision satisfying A. Zeynalyan’s lawsuit against RA Police. By its decision the court recognized the fact of violation of the right of access to information, the information was already provided to the requestor though.
