On November 5, 2014, the Freedom of Information Center sent a written information request to the Noyemberyan Municipality asking to provide information on official visits of the mayor and asphalting works of the city.

The Municipality left the FOICA's request unanswered. Thus, on February 13, 2015, the FOICA applied to the RA Administrative Court with the claim to recognize the Noyemberyan Municipality's action (or inaction) as unlawful.

The first court hearing took place on May 11, 2015. The respondent party did not appear to the court, so the first court hearing was held without the respondent's representative. The next court hearing took place on June 15, 2015. On July 2, 2015, the RA Administrative Court published its decision, by which satisfied the FOICA's claim.
