On November 5, 2014, the Freedom of Information Center sent a written information request to the Nor Hachn Municipality asking to provide information on official visits of the mayor and asphalting works of the city.

The Municipality left the FOICA's  request unanswered. Thus, on February 13, 2015, the FOICA applied to the RA Administrative Court with the claim to recognize the Nor Hachn Municipality's action (or inaction) as unlawful.

The first court hearing took place on June 5, 2015. After the court hearing the representative of Nor Hachn Municipality informed the FOICA's representative that they would like to sign a conciliation agreement. The Nor Hachn Municipality accepted, that the FOICA's tight to freedom of information was violated and compensated the legal expenses made by the FOICA. Taking  into consideration the conciliaton agreement during the court hearing of July 8, 2015, the FOICA renounced its claim. Thus, the RA Administrative Court by its decision of July 8, 2015, terminated the court proceeding.
