Don’t Cheat the Post

After getting in the black list of the Freedom of Information Center and the intervention of the RA President’s advisor Mr. Bagrat Yesayan the head of Aygavan village council changed the date and replied to the information request, which was sent 5 months ago.
On December 2, 2005 the Freedom of Information Center sent an information inquiry to the head of Aygavan village council D. Avetisyan, requesting to provide copies of land allocation decisions made during 2005. D. Avetisyan did not reply to the inquiry.
On January 14, 2006 the Center sent him a notice but again received no reply during next four months. Thus, for violating RA law “On Freedom of Information” the head of Aygavan village council was included in the “Black list” of the FOICA. RA President’s advisor Mr. Yesayan also reminded D. Avetisyan about his responsibilities. Finally, the information was provided.
Periods within which the information was provided deserve special attention. Mr. Avetisyan responce was dated January 21, 2006, which means that he had sent the reply 4 months ago. But why did the letter reach us in April? There may be two reasons: post service works too bad or Mr. Avetisyan sent the reply late, but deliberately changed the dates of his responce. However, it is not easy to cheat the post. The envelope has a stamp of poste service with April 21, 2006 date. Maybe the letter was lost under Avetisyan’s table and was found only after 4 months... Thus, no one is guilty.
