FOICA vs. Lukashin Village Council
On November 22, 2005 the FIC Armavir regional lawyer Mr. Arthur Mkrtchyan sent an information request to the head of Lukashin village Mr. Mkrtumyan requesting to provide the following information:
• 2005 decisions concerning privatization and renting of lands.
• List of people who have privatized or rented community lands.
• Land privatization or rent prices.
The governor of Lukashin village left the information request unanswered. On December 19, 2005 the lawyer Arthur Mkrtchyan sent a repeated inquiry to Lukashin village council to receive the abovementioned information. However, the second inquiry was not replied either.
FOIC petitioned to the first instance court of Armavir region because of violation of the right of access to information. On January 27, 2006, at the first hearing of the court the organization’s claim was fully satisfied.
